This short piece seeks to establish some fundamental components of EFL program design and development. It is based on the Integrated English (IE) Program for freshmen and sophmore students and 45 full-time and part-time teachers in the English Department of Aoyama Gakuin University. Drawing upon our eight-year experience, these components consist of (1)departmental and institutional support for change, (2)placement and streaming of students, (3)program objectives and teacher goals, (4)feedback, evaluation and assessment, (5)ongoing teacher support and curriculum revision.
